Gokudera has likings to skull, dark and metal accessories (ring, chains, bracelets). Remember when he saw his weapon, flame arrow (which he was the one who named it) he was fascinated on it because of the metal punk look. Also, he even altered the box his future self holds and put them skulls and metal linings. So for sure Gokudera have huge fondness on punk (pop) fashion. But thank goodness he doesn’t wear make-up (release a big sigh of relief).

And personally, I think Gokudera use this for that purpose, but of course Gokudera is “not an attention” getter. He might used to project the image he wants to himself. His is a rebellious looking teen with angsty (but lonely background) and probably with this, no one can mess up with him.
